又称特许权。由政府部门授予或通过协议由一方授予另一方行使某一特定功能或销售某一产品的权利。专营权包括专卖和专买权。

政府授予的专营主要是具有垄断性质的服务或某些特殊权利,如邮电等公用事业、烟草专卖、进口权等特许经营权。常见的公司间的专营权是公司授予另一公司使用商标、专利、专有技术,如饮食业的麦当劳(McDonald’s)、旅馆业的假日饭店(Holiday Inn)。
从其他公司取得专营权时,首先支付初次专营权成本(initial franchise cost),然后在专营权的使用过程中定期支付专营费用(continuing franchise fees),核算时,将初次专营权成本资本化,将定期支付的专营权费用计入当期费用。
